1. Project overview:

Project Name: Engineering, Procurement and Construction (EPC) for New Nassiriya Depot

Owner: State Company for Oil Project (SCOP)

Nassiriya New Crude Oil Depot with a working capacity of about four million barrels (637,000 M³) is the proposed depot to accommodate the produced crude from the following fields: Ahdeb Field, Badra Field, Gharaffield, Nassiriya field and Abu Amood field. Total capacity shall be about four million barrels (637,000 M³), for Phase (I) it shall be 2.52 million barrels (401,000 M³), and for Phase (II), it shall be 1.26 million barrels (200,500 M³).CPP win to build all tanks for phase (I), including 7 Floating roof tanks (66000m³), and their accessories. Two relief tanks(23000 m³), capacity of each tank is 23000 m3 , one for heavy & the other for light crude oil .Two fire water steel tank of 10,000 m³ Capacity from continuous water supply.

1. Requirements For Bidder

1. The bidder shall have the status of an independent legal entity, be independent in legal and financial aspects, operate legally and be independent of the purchaser (procurement implementer).The bidder shall submit a screenshot of the webpage from the "China Customs Enterprise Import and Export Credit Information Publicity Platform" in their response documents. The screenshot shall display the "Filing Information" and "Customs Qualification Information (showing the customs filing code of the consignee or consignor of imported and exported goods)" of the registered and filed enterprise.

2. Applicable to bidders in China：The bidding suppliers should have a good financial condition (with the debt-to-asset ratio being less than 100%), and not be in a state of having their property taken over, being bankrupt, or in any other state of closure, suspension, merger or restructuring. The bidding suppliers are required to undertake that there are no situations such as entering the liquidation process, being declared bankrupt, or other circumstances that lead to the loss of performance capabilities (the bidding suppliers need to provide a commitment letter in their response documents stating that there are no such situations).The bidding suppliers must provide the financial report audited by an accounting firm or an auditing institution in 2025 (which must be signed and sealed by a certified public accountant). The content of the financial report should at least include: the balance sheet, the cash flow statement, and the income statement.

Applicable to bidders inside and outside of China: If the bidding supplier wins the bid, the procurement requester has the right to review its complete financial report before the contract is signed. If it is found that the bidding supplier has the aforementioned conditions or risks, the procurement requester has the right to disqualify the winning bid. The bidding supplier is required to provide a letter of commitment in its response document, agreeing to the above terms.

1. Performance Requirements: Valid performance records in the past 3 years (2023-2025),Copies of contracts without price information and corresponding invoices are provided contract copies shall include at least the following parts:

1). Cover page;

2). Signature and seal page;

3). Key pages of the contract that contain the buyer's name, name of materials, specifications & models, technical parameters, supply quantity, and signing date;

4). For the copies of contract invoices, at least one invoice corresponding to each contract shall be provided.

Reputation requirements (applicable to bidders in China): Bidders shall not be listed in the list of seriously illegal and untrustworthy enterprises or the list of persons subject to enforcement for dishonesty on the National Enterprise Credit Information Publicity System ( and the Credit China website ( style="box-sizing: inherit;">The manufacturer should be a registered supplier of PetroChina and provide a screenshot.

   1. Other requirements: Bidders shall not be included in the blacklist, have the bidding qualifications suspended or cancelled, or be prohibited from access by China National Petroleum Corporation / China Petroleum Pipeline Engineering Co., Ltd.

   1. Submission of Bidding Documents

   Bidding documents shall be composed of two components, “Technical proposal” and “Commercial proposal”

   The Technical Proposal shall be submitted to biddingtechnical4@ beforeAM 9:00 on 20 Mar, 2026.

   The Commercial Proposal shall be submitted to bidcommercial4@ beforeAM 9:00 on 20 Mar, 2026.

   The Commercial Proposal shall be encrypted. The encrypted password shall be sent to the email box separately:password@.

   To enhance confidentiality, the deadline for password submission is 30 minutes after the deadline for document submission. It is recommended that you provide the password within 30 minutes after the document submission deadline (you may use the "scheduled send" function of your email to set the time for the email to be sent).

   The overdue delivery of the bid documents will be rejected, and the delivery time shall be subject to the time of the tendering& trading platform or designated email ID.
