第一章 招标公告

竹坝铁矿精矿站迁建配套道路项目（项目名称）/ 标段施工招标公告

1.招标条件

本招标项目竹坝铁矿精矿站迁建配套道路项目（项目名称）已由南江县发展和改革局（项目审批、核准或备案机关名称）以南发改审批【2020】335号（批文名称及编号）批准建设，项目业主为四川南江农业旅游发展集团有限公司，建设资金来自争取上级补助资金及县级配套资金（资金来源），出资比例为100%，招标人为四川南江农业旅游发展集团有限公司。项目已具备招标条件，现对该项目的施工进行公开招标。

2.项目概况与招标范围

2.1 建设地点：桥亭镇桂花园村三组。

2.2项目概况：改（扩）建桥亭镇桂花园村聚居点至精矿站规划新址（大瓦房附近）2.946公里，路面宽度5.5米，路面结构为水泥混凝土。

2.3 招标范围：本次工程量清单及施工图所示范围内的全部内容。

2.4 质量标准：符合现行国家有关工程施工验收规范和标准的要求合格。

2.5 计划工期：270日历天。

2.6 标段划分：施工1个标段。

3.投标人资格要求

3.1本次招标要求投标人须具备独立法人资格，并具有国家行政主管部门颁发的公路工程施工总承包三级及以上资质；四川省省外企业需具备《四川省省外建筑企业入川承揽业务验证登记证》或带二维码的《四川省省外施工、监理入川承揽业务信息录入证》。近3年（2017以来）完成至少1个类似项业绩，并在人员、设备、资金等方面具有相应的施工能力。

投标人应进入交通运输部“全国公路建设市场管理系统（ http：//glxy.mot.gov.cn）”中的公路工程施工资质企业名录，且投标人名称和资质与该名录中的相应企业名称和资质完全一致。

3.2本次招标不接受（接受或不接受）联合体投标。

3.3与招标人存在利害关系可能影响招标公正性的单位，不得参加投标。单位负责人为同一人或存在控股、管理关系的不同单位，不得参加同一标段投标，否则，相关投标均无效。

3.4在“信用中国”网站（http://www.creditchina.gov.cn/）中被列入失信被执行人名单的投标人，不得参加投标。

4.招标文件的获取

4.1凡有意参加投标者，请于2021年01月09日00时00分至2021年01月13日23时59分开始登陆巴中市政务服务和公共资源交易服务中心网站（http://zwhjy.cnbz.gov.cn/）“公共资源交易平台”中“建设工程招标投标”通过数字证书下载招标资料（招标文件、工程量清单、施工图纸等）。

4.2 招标人不提供其他任何报名和招标文件获取的方式。

5.投标文件的递交及相关事宜

5.1 投标文件递交的截止时间（投标截止时间，下同）为 2021 年 02 月02 日 09时00分，地点为巴中市政务服务和公共资源交易服务中心（巴中市经开区红星街70号市民之家4楼）本项目开标厅（详细地址）。

5.2逾期送达的、未送达指定地点的或不按照招标文件要求密封的投标文件，招标人将予以拒收。

6.发布公告的媒介

本次招标公告同时在本网站、本网站、全国公共资源交易平台（四川省）、巴中市政务服务和公共资源交易服务网站、四川建设网（发布公告的媒介名称）上发布。
